Speedometer not work on 1992 940 8-value Volvo. It occasionally will work below 50mph. Any guesses

the speedometer will occasionally bounce and look like it's working, but then when you get over 50 it just drops back to 0.  Tach works fine.  just bought the car for the kid.  Trying to troubleshoot.  Any help would be greatly appreciated.
