how can you tell if its your clutch master cyllinder or the clutch sleve

I have to pump the clutch just to get it to go into gear.. clutch stays at floor.. 95 jetta vr6..  i know brakes run of the same fluid but there fine.. so i am wondering if it could be the clutch sleve cylinder. or if its the master cylinder          ..
