How many quarts of Transmission fuild does a rebuilt transmission require for a 2003 2.0 Turbo engine VW beetle?

My transmission is being rebuild and the shop is charging me for 12 quarts of Transmission fluid, is that how many quarts it needs or is this a rip off?
